If you want your media to have a cult following, make it a parody of something. Popular media, tropes, a cultural concept.
For parodies, quality doesn't matter: of course, you want it to be good; but when it isn't, that's a parody too.
It's only a bad parody if it's bad at being a parody. It can be bad everywhere else.
